Officials of the central service of MINSEP up to the rank of service heads were impregnated of the vision of the new head of the ministerial department charged with the questions on sports and physical education in Cameroon. The conference hall of the Ministry of Sports and Physical education was
the venue for this very first formal meeting between Narcisse MOUELLE KOMBI and
his collaborators following his installation by the Prime Minister Head of
Government Chief Doctor Joseph DION NGUTI. The new boss thanked the officials
of MINSEP for the warm welcome and did express all his emotions to find himself
in the emblematic building that harbored the very first services of the great
ministry globalizing National Education, Culture and Youth and Sports. It is on
behalf of the contributions of this ministry, he reminded that Cameroon has
been structured and given the image of a strong Cameroonian Nation, a powerful
Cameroonian nation in the domain of sports.
In relation to his appointment, Narcisse MOUELLE KOMBI indicated how
much it was important for him to take exact measures of the enormous
responsibility given to him by the President of the Republic His Excellency
Paul BIYA by appointing him at the head of this ministerial department which is
an epicenter of experience, promises ambitions, exigencies and intensions of
the entire Cameroonian people. In this regard, he specified that there is
nowhere in Cameroon be it in any village, group, sub division, division, region
where sports activities are ignored in all its dimension. While recalling the strong
role of sports as one of the first locomotive, one of the first primordial
factors of globalization, he indicated that sports is also a tool for
transformation that permit people to visit each other, have encounters, know
each other, do exchanges. Considering it place in international relations, it
will be better if Cameroon can emerge again as a powerful sports nation.
The other virtues of sports as well as its advantages for Cameroon have
been specified. It is the role of
sports being a tool for international influence for our country, but also and
more especially for the building of national unity in our country, the solidification
and provoking of the feeling of belonging to a community that repose on
identities and particular entities and which most forge a common destiny. Above ethnical and linguistic diversities,
the Cameroonian people are one and indivisible, committed in the construction
of the same destiny. Thus the necessity to rekindle the philosophy of the
Cameroon sports movement by making reference to values that gives privilege to
the dignity of man, sense of honor, sense of community and country; sacrificing
for the nation above personal interest and egoism.
After
recalling all these concepts, Narcisse MOUELLE KOMBI shared his vision in order
for all the technicians and practitioners of MINSEP, being his collaborators to
have a harmonious collaboration and projections in the future. To initiate the
road map of the activities, task and provisions within the framework of the
respective responsibilities of one another, MINSEP structured his address
around three major points: the philosophy of work and collaboration, the
perimeters of the dimension of attribution of competence reserved to MINSEP and
the question of priorities and emergencies that calls for the attention of MINSEP.
In all, the notion of the respect of conventions was recalled to the officials at
all levels, while serving general interest. The respect of administrative
deontology was highly recommended as well as clarity and efficacy in the
treatment of files. In this case, three main objectives were defined with
respect to the objectives attached to sports in the framework of the global
vision and development. It concerns elaboration and conception, implementation
of a winning strategy and innovative formulas in the first block, the
mobilization of all positive energy and all available resources. In the second
block we have the construction of positive synergy to attain statutory
objectives and performance at the international and national level. Thirdly the
